What permissions do I need to manage access to Employee Pay Rates?

By default, all employees with the Admin role will be able to access Employee Pay Rates. If an Employee is not an Admin role and needs to manage Pay Rates, they will need the permissions can_manage_employees and can_manage_employee_pay_rates.
