Usage Scenarios
Here are a few key points for when you can use Apple/Google Pay:

If a customer has a credit card on file but is in payment failure, Apple/Google Pay will not work.
If a customer has a credit card on file, they can use Apple/Google Pay for ANY purchases.
If a customer has a $0 cart due to a discount or account balance, the Pay button will not show.
